Convert starter preferences to dex props, which are used as an input by various functions.

If any preferences are undefined, the default value for the species is given, based on its caught data.
Parameters
- starterId: StarterSpeciesId
  The starter to get dex props for
- starterPreferences: StarterPreferences = {}
  (Optional) The StarterPreferences for the species
Returns DexAttrProps
The DexAttrProps for the starter
