getStarterMoves(starterId: StarterSpeciesId, formIndex: number): MoveId[]
Get the moves that a starter can have.
Parameters
- starterId: StarterSpeciesId
  The id of the starter species to get moves for
- formIndex: number
  The form index of the starter to get moves for
Returns MoveId[]
An array of move IDs
